Education Development Charges are used to fund the acquisition of school sites, and site related costs to accommodate growth-related pupil places.

Education Development Charges are collected by local municipalities on behalf of the Board. There are residential and non-residential education development charge rates on development of all lands within the Region of Halton, unless otherwise stated in the by-law. Education Development Charges are payable at the time of building permit issuance.

The effective implementation date of both Boards’ current EDC By-law is June 24, 2013. The By-law has a term of five (5) years. The 2014 amendment to the 2013 EDC By-law has taken effect as of June 8, 2014 for the Halton Catholic District School Board and June 9, 2014 for the Halton District School Board.

Proposed Amendment to Education Development Charge By-Law

The Halton Catholic District School Board proposes to amend the Halton Catholic District School Board Education Development Charges By-law, 2013, which came into effect on June 24, 2013.

The By-law charges were recently amended on June 8, 2014 to reflect increases in land values within the Region of Halton.

The proposed amending By-law will increase the charge imposed by the By-law to:

                                                                        EDC Charge Rate

Residential ($/residential unit)                 $2,186.00 / unit

Non-Residential                                           $6.03 ($0.56)
($/sq. m. ($/sq. ft.) of gross floor area)

The increase is due to an increase in the education land costs incurred by the Board over those estimated when the By-law was passed in 2013.

The Board will consider the proposed amending By-law at the meeting of the Board to be held on June 2, 2015, at 7:30 p.m. at the Catholic Education Centre, 802 Drury Lane, Burlington, Ontario.

Should an amending By-law be passed on such date, collection of education development charges pursuant to the By-law, as amended, will commence on June 7, 2015.

If a person wishes to address the Board at the meeting, they are requested to advise the Board on or before May 25, 2015. Submissions and requests to address the Board as delegations at the meeting should be submitted to: Paula Dawson, Office of the Director of Education, Halton Catholic District School Board, Tel: (905) 632-6300, Fax: (905) 333-4661.
