Research Advisory Committee

​Each year, the Halton Catholic District School Board receives requests from individuals, agencies and institutions to conduct research involving its staff and students. The Halton Catholic District School Board has established a Research Advisory Committee that considers proposals submitted by those who wish to conduct research projects in schools with the board.

It is understood that educational research proposals need to be compatible with the Christ-centred learning environment provided to all students within the jurisdiction of the Board.

Functions of the Research Advisory Committee

  1. Support and encourage research that contributes to educational knowledge;
  2. Standardized the approval process for research applicants;
  3. Study and review all requests for Board and non-board-initiated research to be conducted in the Halton Catholic District School Board;
  4. Judge the relevance of each request to the educational objective and policies of the Halton Catholic District School Board;
  5. Ensure all educational research proposal applications are compatible with the Faith-centered learning environment of the Halton Catholic District School Board;
  6. Monitor the quantity and topics of research to ensure a fair distribution of research studies throughout Halton Catholic schools;
  7. Protect Halton Catholic schools and their staff and students from invasion of privacy and from unwarranted and excessive demands of their time by external researchers;
  8. Ensure that all educational research proposals adhere to the Tri-Council Policy Statement: Ethical Conduct for research Involving Humans (TCPS);
  9. Recommend any morally contentious survey and pilot projects be forwarded to the  Board’s Catholicity Advisory Steering Committee (CASC) for review;
  10. Recommend approval for those requests seen as being beneficial in accordance with Administrative Procedure No.: V1-25 (Conducting Educational Research)

Composition of the Research Advisory Committee (RAC)

The Research Advisory Committee (RAC) is composed of the following individuals:

  • the Chief Officer, Research and Development Services (Chair)
  • the Superintendent of School Services
  • the Superintendent of Curriculum Services
  • the Superintendent of Special Education Services
  • the Chief Social Worker
  • a curriculum consultant
  • a special education consultant
  • a secondary school administrator
  • an elementary school administrator

Conducting Educational Research

The Administrative Procedures document No.: V1-25 (Conducting Education Research), has been prepared to assist those who are asking for Committee approval for board participation in research projects. All internal and external requests to conduct research projects or to circulate research questionnaires in schools must proceed through the Halton Catholic District School Board Research Advisory Committee.

External Research is defined as:

  1. A request from a non-Board employee or a Board employee collaborating with a non-Board agency or educational institution.
  2. A request from a Board employee wanting to do research outside his/her own area of responsibility for the purposes of completing a professional course or program of study.

Internal Research is defined as:

  1. A central office, school or classroom project related to board or Ministry initiatives.  These may be projects carried out by teachers, principals, vice-principals, consultants or school council members. All internal research projects must be brought to the attention of the appropriate Supervisory Officer and Chief Officer, Research and Development Services. An Internal Research Project Form should be completed and forwarded to the Chief Officer, Research and Development Services.
  2. Staff conducting research within their own work environment and which promotes professional growth (e.g., AQ course), will be done with the approval of the Principal and in consultation with the appropriate Supervisory Officer and Chief Officer, Research and Development Services. In addition, the Research Project Supervised by Principals form should be completed and forwarded to the Chief Officer, Research and Development Services.
  3. In the case of elementary and/or secondary students who are doing course work, students will be under the direct supervision of the classroom teacher, in consultation with the school Principal.

Application Process

To place a request for research, please follow the following guidelines:

  • Complete all sections of the External Research Application (handwritten applications will not be accepted)
  • Sign the application
  • Copies of all data collection instruments
  • Copy of parent permission letter
  • Ethics approval letter from academic institution (if applicable)
  • Current criminal background check (non-Board employees only)
  • Eight (8) copies of the full propsal
  • Obtain the signature of the contact person at your sponsoring institution or agency. If you are an HCDSB employee, obtain approval of your principal and superintendent
  • Forward package by due date to:
